Notes on McLean County Jail Part 1

The Justice Committee of the McLean County Board met Tuesday, the second time since the COVID-19 pandemic began. As usual, Sheriff Jon Sandage gave his report on the County Jail. “We’re averaging about 140 in-house,” Sandage said. Sandage’s entire report was only this one sentence, and a yes to Committee Chairperson’s George Gordon’s question if things within the jail remained the same as last month.

As of April 24th, the current jail population is 164 (with in-house population being 139). 54% of the inmates are black, and 40.2% are white. At least 14 inmates are over the age of 50. Convicted inmates serving their sentences make up only 17% of the population. The majority (81%) are there pre-trial, meaning they haven’t been convicted of a crime yet. (view more)

COVID-19: the Sandage Status Quo

Sheriff Jon Sandage fired back at activists in his briefing before the Mclean County Board’s Justice Committee meeting Tuesday, April 7th. “To make a pointless political statement, in a time of crisis, not only insults me, but also threatens the safety of our friends & neighbors.” Sandage was responding to many local activists demands to decrease the population of the jail as much as possible during the COVID-19 pandemic to prevent a hot spot of infection occurring that would spread throughout the entire county.

For the past several weeks, local groups like DSA BloNo, IPA, and BLM BloNo have been calling on Sandage to decarcerate temporarily, and they have directed supporters to contact the jail, state’s attorney, and Chief Judges offices to make these demands known. Sandage complained outsider groups of “social justice warriors” were causing an unsafe environment by “increasing tensions” in the facility, for both staff and inmates. “When outside influences attempt to cause unrest in a corrections environment, you have gone too far,” Sandage said ominously. Free the Homies During COVID-19 Pandemic

Sheriff Sandage’s current policies in response to the novel coronavirus are not just irresponsible, they are outright dangerous to our entire community. The sheriff, like every resident, has one goal for at least the next two months, and that is to FLATTEN THE DAMN CURVE! Any action or decision by a government official that subverts that goal is reprehensible. It is the difference between a two month shelter in place order, or a five month shelter in place order. It’s the difference between a low death count and a high death count. It’s the difference between spending tens of thousands of tax dollars and tens of millions. It’s the difference between the jail housing a few dozen dangerous individuals, or a few dozen corpses. (see all)

He should also instruct judges to give the least restrictive release conditions.”

This means facilitating bond review hearings for people currently in jail and instructing judges not to admit new people to the jail. In addition, he should mandate ibonds on misdemeanors and probational felonies.”

If they tell you they can’t help, you can emphasize that:

“We are in a moment of crisis and need all county officials to do everything in their power to keep people safe. Incarcerated people are among the most vulnerable during this pandemic, we need you to do everything in your power to meet these demands, whether that’s your office taking unprecedented action or working with other county stakeholders.” (see all)
