COVID-19: McLean County Jail Numbers Up to 5

I frequently file Freedom of Information Acts (FOIA) with the McLean County Jail for information on population numbers during the COVID-19 pandemic.1 Just last week, Sheriff Jon Sandage announced there were 3 inmates and two staff members who have tested positive for the novel coronavirus.

According to a FOIA I received yesterday, the number of inmates infected has risen to 5 as of August 6th, 2020.

“As of August 6th, we have… had 5 positive tests on inmates.”

When I first read this, I initially thought of all tests done on inmates five returned back positive. Of course, that is not what I asked for: I specifically requested the number of inmates who had tested positive, not the number of positive tests performed on inmates.

I contacted the jail FOIA officer, Mary Lou Allman, to clarify. She told me this is the information she received from medical staff so it must mean the numbers have risen to 5 inmates. Hopefully, this was a mistake but considering how lax Sheriff deputies and jail staff are about wearing masks, I wouldn’t doubt if the number continues to rise.

Furthermore, it confirms the jail did not start properly testing until the Pritzker administration required it in order to transfer inmates to IDOC.

Another Justice Committee meeting and another vacuous episode of mostly geriatric County Board Members of a Caucasian persuasion salivating over Sheriff Sandage’s authority as their lips firmly smooched his posterior. The sheriff dressed in his fanciest suit as he wasn’t held accountable, looked particularly pleased at the felatiated adorations of District 3 Board member George Wendt surrounding him moistly.

As of Tuesday, three inmates have tested positive for coronavirus, and two staff members. Of the inmates that tested positive, one is convicted & sentenced, one is convicted and awaiting sentencing, and the last is pre-trial. Sheriff Sandage claims they have mild symptoms. The jail population sits around 225. 55.3% of inmates are Black, 4% Latinx, and 39.8% are people of no color. 90% of inmates are pre-trial (meaning they haven’t been convicted of any crime), and 27.9% are awaiting trial for drug crimes. At least one inmate is pregnant.

COVID-19 hits McLean County Jail

On Wednesday, July 29th, 2020 Sheriff Jon Sandage announced the first confirmed case of coronavirus inside the McLean County Jail. The inmate in question has already been convicted & sentenced and is awaiting transfer to the Illinois Department of Corrections (IDOC). However, because of the COVID-19 pandemic, Illinois Governor Pritzker issued Executive Order 2020-13 on March 26th which suspended all new admissions to IDOC facilities. He later issued another executive order releasing over 10,000 inmates from IDOC facilities after COVID-19 spread like wildfire through IDOC facilities.

Since these orders, local jails have been slowly filling up with inmates that in normal times would not be their responsibility. Sandage said of the orders, they “create a health and financial burden on the McLean County Detention Facility and the taxpayers of McLean County.”

On July 7th, during a meeting of the McLean County Justice Committee, Sheriff Jon Sandage took his time to complain about the release of 13 people from the jail on Juneteenth by Black Lives Matter BloNo and the Chicago Community Bond Fund. BLM BloNo spent over $8,000 to release three individuals, and with the help of the Chicago Community Bond Fund, spent over $80,000 releasing ten people who were arrested for allegedly looting in the wake of George Floyd’s murder. Only a government official would complain about being paid close to $90,000 to do their job.

#BlackLivesMatter Mclean County Jail Caravan Protest

On May Day, May 1st, Black Lives Matter Bloomington-Normal organized a car caravan action around the McLean County Jail calling for decarceration and to waive the costs of video visits/phone calls during COVID19 for inmates. BLM BloNo also released a contract between McLean County and the telecommunications system, IC Solutions, that shows they are profiting off of these video visits/phone calls, which of course happen more often now that in-person visits are shut down due to COVID19.

Free the Homies During COVID-19 Pandemic

Sheriff Sandage’s current policies in response to the novel coronavirus are not just irresponsible, they are outright dangerous to our entire community. The sheriff, like every resident, has one goal for at least the next two months, and that is to FLATTEN THE DAMN CURVE! Any action or decision by a government official that subverts that goal is reprehensible. It is the difference between a two month shelter in place order, or a five month shelter in place order. It’s the difference between a low death count and a high death count. It’s the difference between spending tens of thousands of tax dollars and tens of millions. It’s the difference between the jail housing a few dozen dangerous individuals, or a few dozen corpses. (see all)

“We are in a moment of crisis and need all county officials to do everything in their power to keep people safe. Incarcerated people are among the most vulnerable during this pandemic, we need you to do everything in your power to meet these demands, whether that’s your office taking unprecedented action or working with other county stakeholders.” (see all)
